Announcement on Adjusting the Catalogue of Imported Waste Management

In order to further standardize the import management of solid waste and prevent and control environmental pollution, according to the the People's Republic of China Law on the Prevention and Control of Environmental Pollution by Solid Waste, the Measures for the Administration of Import of Solid Waste and relevant laws and regulations, the Ministry of Ecology and Environment, the Ministry of Commerce, the National Development and Reform Commission and the General Administration of Customs have made the following adjustments to the current catalogue of solid wastes that can be used as raw materials for import restrictions, the catalogue of solid wastes that can be used as raw materials for non-restricted imports, and the catalogue of solid wastes prohibited from import:

The 1. transfers 16 types of solid waste (see Annex 1), including waste hardware, waste ships, waste automobile pressure parts, smelting slag, and waste plastics from industrial sources, from the "Catalogue of Solid Wastes Restricted for Imports" to the "Prohibited Imports of Solid Wastes" Catalogue, which will be implemented on December 31, 2018.

The 2. will transfer 16 varieties of solid waste such as stainless steel waste and scrap, titanium waste and scrap, wood waste and scrap (see Annex 2) from the Catalogue of Solid Wastes Restricted as Raw Materials and the Catalogue of Solid Wastes Not Restricted as Raw Materials into the Catalogue of Prohibited Imports of Solid Wastes, which will be implemented from December 31, 2019.

If the catalogue attached to the Catalogue of Imported Waste Management (Announcement No. 39 of 2017 of the Ministry of Environmental Protection, the Ministry of Commerce, the National Development and Reform Commission, the General Administration of Customs and the General Administration of Quality Supervision, Inspection and Quarantine) is inconsistent with this announcement, this announcement shall prevail.

Annex: List of Solid Wastes Adjusted to Prohibited Import at the End of 1.2018

At the end of 2.2019, the list of solid wastes was adjusted to be prohibited from import.
